PayPal API Access & Open Banking in Netherlands

Millions of people across the Netherlands rely on PayPal to send money, receive payments, and run online stores. With open-banking.io you can bring that PayPal balance and transaction history into one private, unified view — alongside every other account you connect. PayPal supports both business and personal profiles, so freelancers, merchants, and everyday shoppers can all pull their data together in minutes.

open-banking.io is a certificate-free, zero-knowledge open-banking service covering 2,600+ EU and UK banks. Your data is encrypted on your own device with a key that never leaves it, which means our servers only ever hold ciphertext and your public key — we literally cannot read your PayPal activity.

How to connect PayPal

Connecting happens entirely inside the open-banking.io dashboard — there is no code, endpoint, or API key involved in this step.

  1. Sign up and set an encryption passphrase. Your private keys are generated locally on your device.
  2. Open the dashboard, choose PayPal from the bank list, and pick the account type (business or personal).
  3. You are redirected to PayPal's own secure login to approve access under PSD2. You grant consent directly on PayPal — we never see your credentials.
  4. Your accounts sync back into the dashboard. Each PSD2 consent lasts up to 180 days before you renew it.

Access your data

Reading PayPal data programmatically is an optional step you take after connecting. From the Developers page, create an API key and export a credentials.json — this bundles the API key together with your private decryption key.

From there, use the CLI (openbanking accounts, openbanking transactions, openbanking sync), an SDK, or the REST API. Requests authenticate with the X-Api-Key header, and every response is decrypted locally with your own key. Note there is no connect command — the tooling only reads and syncs connections you already approved in the dashboard.

All of this costs around EUR 3/month.

Does PayPal have a BIC for open banking?

No BIC applies here — PayPal is identified within the open-banking.io dashboard directly, so you simply select it from the list.

Can I connect a business PayPal account?

Yes. Both business and personal PayPal profiles are supported. Choose the matching account type when you connect.

Who can decrypt my PayPal data?

Only you. Because decryption happens on your device with your private key, an API key alone returns unreadable ciphertext — the servers never hold the key to unlock it.
