An API key on its own only ever returns ciphertext, so your data stays private even in transit. The CLI and SDKs only read and sync connections that already exist — the linking itself always happens in the dashboard.

Is a bank certificate required?
No. open-banking.io is certificate-free — you never handle eIDAS or QWAC certificates. You just approve access on Raiffeisenbank Kreis Kelheim's own consent screen.
